Management Team
Bing Herald
As an owner in the company and its President, Bing leads business development, strategic growth, marketing and public relations, information technology, human resources and organizational development at MBS. He has steered the company through several decades of significant growth and change.
His breadth of experience in innovation and evolving technologies has been the guiding force behind the company's vision for the future - just as his hands-on, accessible approach continues to define MBS's strong commitment to personalized customer service.
As a renowned authority on all matters relating to the successful management of physician practices, Bing is actively involved with the Healthcare Billing and Management Association (HBMA). HBMA is a national organization of billing services focused on education and promoting compliance and ethics. Bing was named president of HBMA in 2006 and 2007 and the organization presented him with the J. Dennis Mock Award for Outstanding Service. Currently, he is a liaison between the HBMA and RBMA (Radiology Billing and Management Association). Bing also sits on the Healthcare Administrative Simplification Coalition (HASC).
Bing joined MBS in 1976 after graduating from Marquette University with a degree in Business Administration and a specialty in Management Information Systems.
Thomas J. Herald
As an owner in the company and its CEO, Tom oversees every aspect of MBS operations. From client service to business development to setting and realizing the company's goals and objectives, Tom's leadership has been a key factor in MBS's evolution into one of Florida's largest and most respected medical billing companies.
His voracious appetite for knowledge has given Tom a wide range of interests and expertise that serves MBS well. His understanding of business operations and best practices drives the company's mission of continuous improvement and efficiency. His strong commitment to ongoing client relationships creates the culture of personal service and excellence that defines MBS in the marketplace.
A renowned expert in coding, particularly as it applies to the radiology market, Tom is one of only a few non-physician members of the Society of Interventional Radiology. In that organization, Tom sits on the Coding and Economics Committee. He has also held board Chairmanships within numerous civic, alumni and charity groups.
Tom joined MBS in 1979 after graduating from Vanderbilt University with degrees in Economics and Spanish.
William C. Herald
With more than 35 years of Revenue Cycle Management experience, Bill's primary contributions are in the areas of MBS client relationship-building and development. With a particular focus on innovative, creative, and effective process management, Bill is a strong force behind both company growth and client retention.
Bill has made numerous presentations in the professional community. His topics have centered on excellence in client service, practice development and the use of the latest analytical tools to improve productivity.
Bill joined MBS in 1976 after graduating from Vanderbilt University with a B.A. in Business.
Executive Team
Syed Faisal
Chief Information Officer
Syed ensures that MBS clients are served by the industry's most advanced and innovative technology. He is responsible for strategizing, building and governing MBS's enterprise IT resources and he brings more than 15 years of academic and healthcare IT experience to his position. Particularly noteworthy is his expertise in large-scale healthcare IT project implementations that are critical to business, financial and clinical enterprise operations.
Prior to joining MBS, Syed was the Director of the Enterprise Systems Management Group at the University of Miami Miller School of Medicine. There, he oversaw a group of developers, datacenter and systems professionals and revenue cycle management IT operations teams.
Syed completed his Masters of Science at the University of Miami, specializing in Management of technology. His undergraduate degree is in Management Information Systems from Florida International University.
Elisa Hernandez, SPHR
Vice President of Human Resources and Organizational Development
Elisa leads an HR team responsible for all policies and programs covering employment, training, compensation, benefits, performance management, employee relations, recruitment, retention and legal compliance. She has more than two decades of experience helping organizations achieve their goals via their most important asset-people. With hundreds of employees, MBS values Elisa's strong talent acquisition and retention skills as well as her commitment to ensuring our clients receive the highest level of professionalism from MBS employees.
Elisa joined MBS in 2003 and has served as HR manager and HR Director in addition to her current position. Prior to that, she was employed with national corporations such as Paychex, Humana, Prudential and MasTec.
Elisa graduated from Nova Southeastern University with a degree in Professional Management and holds the Senior Professional Human Resources (SPHR) certification.
John F. Kelleher, C.P.A
Chief Financial Officer
Jack is responsible for all aspects of MBS's financial management. He also handles all communications with federal, state and local taxing and regulatory authorities, leads all corporate insurance matters and oversees the facilities management.
Prior to joining MBS, Jack was CFO for Medics Ambulance Service, Inc. and Regional Director of Patient Business Services at American Medical Response (AMR). He was also Chief Financial Officer for AMR, Florida Division, and he began his career as a senior accountant at an accounting firm based in Scranton, P.A.
Jack has been a Certified Public Accountant for 25 years, is licensed in the state of Florida and is a cum laude graduate of the University of Scranton with a B.S. in Accounting.
H. Anthony Martinez Jr.
Executive Vice President, Practice Management
Tony's broad base of corporate experience makes him a natural leader in the area of Practice Management. Prior to being named EVP, Tony served as the company's Director of Information Technology as well as its Chief Financial Officer, and most recently, its Chief Operating Officer. During that time, Tony's responsibilities included enhancing client relationships through advanced automated billing technology, upgrades to the billing and revenue cycle process and large-scale operations restructuring.
Tony began his management career as Manager of Information Systems for the Insurance division of Ryder Systems, Inc. During his tenure there, he was chiefly responsible for the creation and implementation of billing and revenue cycle management operations.
Tony graduated with a B.S. degree in Accounting from the University of Miami.
Peggy McCloskey
Chief Compliance Officer
Peggy leads all efforts to ensure that MBS is fully compliant with all government-mandated and recommended medical billing procedures. During her two-decade tenure with MBS, she established the company's Continuous Quality Improvement (CQI) program, its Human Resources department, its comprehensive training program to improve internal efficiency and its Compliance, Coding and Auditing areas.
Peggy joined MBS as a Quality Assurance Manager and, prior to being promoted to her current position, was Director of Operations. She is a member of the Health Care Compliance Association and is certified in Healthcare Compliance, a rigorous new distinction that promotes and recognizes knowledge standards and professional conduct principles for compliance practitioners.
Peggy earned an undergraduate degree in Business Education from the University of South Florida. She earned her Master's degree in Computer Science Education from Barry University.
